Fifth iteration - Multi-language support in code list editor

User story: As a user of Altinn Studio, I want to work with code list texts in all of my app's languages, so that I can control how it will be interpreted by all of its users.

The code list editor currently displays all texts in the default language, Norwegian bokmål. This is a disadvantage because:

• When editing texts in other languages, the user still have to do it from the "Language" page
• Some apps may not use Norwegian bokmål at all, resulting in blank fields only

Therefore we need to add a language picker to the code list editor.
