Make the 'three-dot' menu is always visible

As it stands, it’s not immediately obvious where to click to edit cards because the 'three-dot' menu only appears when hovering over a card, which could make it harder to discover this functionality at first glance.

We should fix that the 'three-dot' menu is always visible before removing the feature flag!
