FE: Create settings menu for tasks

Description

Create a settings menu for tasks in the global task navigation that allows users to reorder tasks, hide them, and redirect to the task's design page.

Why

As a user, when working with processes, I want to have the option to adjust the order of tasks in taskNavigation to match changes in the BPMN process. Instead of manually updating layout-sets.json, this functionality enables button-based reordering directly in the UI.

Additionally, sometimes I want to temporarily hide certain tasks without deleting them. The "Hide task" option provides this flexibility, though the exact behavior (e.g., whether it removes the task from the UI entirely or marks it as inactive) needs clarification.

Lastly, the ability to navigate directly to the task designer streamlines workflow adjustments.

• Reorder tasks is needed to be solved in backend first.
