Add replace kusto vnet for apps log

### Description

After the kusto vnet was removed and #1172 closed the logs storageaccount for apps failes to create as it defines a networkrule for the remove vnet.
We need to replace this with, if I'm correct, managed private endpoint.

### Additional Information

Will just remove the networkrule for now so we dont stop the creation of new clusters
