Creates new package for telemetry related functionality in ServiceDefaults called `Altinn.Authorization.ServiceDefaults.Telemetry` and moves `AltinnActivityExtensions` (and implementation classes) to this package. Also adds a TypeForwardedTo attribute to the new assembly from the old one to maintain binary compatibility.
