Custom cipher methods are considered legacy and have been deprecated since 3.0. With the removal of ENGINEs they become a lot less useful and add significant complexity to the code. In the ASN.1 structures we define the BIGNUM as positive and enforce this during parsing. If the encoded value is negative, we raise an error and reject the material.
