[PWGLF] Add Interaction Rate Vs Occupancy 2D histograms + limit number of ccdb calls

• Add 2D plot to study the distribution of the interaction rate with occupancy
• Fetch the interaction rate with the ctpRateFetcher only if necessary in order to limit ccdb calls (hard limit at 30 on Hyperloop)
