- Add Core/utilsBcSelEMC.h where EMCEventSelection struct is defined with configurables to select BCs based on different selection bits.

- Remove functions that were not needed
- Add histograms to check if EMCal was readout but BC was not selected and if EMCal had cells, but BC was not selected
