Transient validation PR. Production changes are already on main; this branch only adds a CI marker. It validates bounded contact/pairing parsing, deterministic QR/session-hello/DYRM malformed-input fuzz coverage, Redis-backed global request limiting and server wiring, Redis 8 shared state, PostgreSQL 18 migrations/revocations, and the full core suite.
