[New Feature]: RLV toggle should not be buried

### Description

Currently to toggle RLV on/off you need to show the advanced drop down menu and look there for it. This isn't in line with other viewers, nor is it super discoverable. Someone with the advanced menu not shown has no way to find this option via search.

It would be far better to have as an option in the main preferences.
