Optional telelemetry to show when certain providers are overloaded / degraded?

Many popular providers are commonly overloaded / degraded. But, it's also annoying and ad-hoc to determine that.

What would be great is if aider were aware when the currently selected providers are overloaded / degraded.

This could be as simple as just running statistics about response time. Also perhaps a dynamically updated table on the aider website.

Optional telemetry could help crowd-source this information.
