robots.txt & sitemap

Our documentation site is missing a robots.txt file and a sitemap.
https://starlight.astro.build/guides/customization/#enable-sitemap

as for robots.txt adding one to the public folder should solve this problem.

This will allow for better SEO when people use search engines to search for our documentation.
