Unable to display HUD right click icon

Describe the bug
I updated to Foundry v13 and I can't get to display the HUD to characters I had disabled it in v12.
Characters that had the icon still got it working.
There seems to be no way in the token menu to bring the icon back

To Reproduce
Steps to reproduce the behavior:

1. Disable a the right click icon on a character in v12
2. Update to v13
3. Unable to add the icon back

Additional context
I tried to disable all the icons and settings for accessing the menus, nothing seemed to change. Tried to disable the module entirely, still not working.
