To improve application performance, portals performs server caching - the in-memory storing of data - of the results of queries retrieved from Dynamics 365 and most of what gets rendered by ASPX user controls and web forms.
It's normal to see much more memory get used in a portals web application compared to other web applications that you may have used. The amount of memory used can vary greatly, from as a low as few hundred MB to as high as several GB. There is no precise amount to expect, and each site will have its own range that depends on a multitude of factors and can vary over time, including the number of web pages, languages, users, features, entities, templates in use, etc.
