Website "Releases" needs to support "Debug Image" download

jdk-16+36 now provides both Hotspot and OpenJ9 debug images. However, the Releases page does not show download links for debugimages, like the Nightly page does: https://adoptopenjdk.net/nightly.html?variant=openjdk16&jvmVariant=hotspot
