Counting Bot 1.1

I finally fixed some things with this bot:

• Fixed the continue command, I overcomplicated it and this new method works now
• Updated to discord.py 1.3
• Removed command logging and error handling (bot was rate limited due to message volume with logging enabled)
• Minor refactoring, cleaned up config files and such

For now this bot's finished! If you have any problems with this bot, feel free to open up an issue. I'll try and maintain this bot the best I can for the foreseeable future.
