Add support for Compat ScanOnly #14
Description
Currently, this only builds out for a deployment of Windows 10. But since SetupConfig.ini also supports Compat ScanOnly, Add a set of CI/CB's to target collections for compat scan first and get the scanonly version of the INI. When no issues are found, then move them to the deployment collection and get the new CI/CB to change setupconfig.ini to remove ScanOnly.
I've never built this since I use Desktop Analytics to manage my pilot and deployment collections.
