Repop mode not populating the second level geography (example_calm_repop) #170
Description
From Issue#169, updated the geographies setting in the example_calm_repop settings file to have[REGION, PUMA, TAZ]in place of [REGION, PUMA, TRACT, TAZ]. However the synthetic population files created have null values in the second level geography (TRACT) for the new households.

The repop control totals are unchanged from the example given in the repository.
