This PR addresses issue #892.
What: Adds a global setting option to skip individual households when at any point their simulation fails, allowing the overall simulation to continue.
Status: Draft - core functionality implemented, needs to work on a few more items (update sample rate, confirm shadow pricing and NL functionality, better logging, etc.), needs to add unit test and documentation.
