Enable Shadow pricing to skip a certain segment of workers or students

Description

In ActivitySim, the shadow pricing mechanism and its alternative approach, the constrained mandatory location choice simulation method, are currently configured to run on all worker and student segments defined in the work and school location YAML files. At present, there is no built-in option to exclude specific segments, such as preschoolers, from shadow pricing. This limitation can be problematic when target data (e.g., preschool enrollment) is unavailable, making it difficult or inappropriate to apply shadow pricing/constraining to those segments.

Solution

Modify the location choice and shadow pricing (including constrained mandatory location choice simulation) code to allow for the option to exclude some segments of workers/students.

Closing this because #252 was completed. Also, constrained mandatory location choice simulation is a superior approach to shadow pricing.

If this was resolved in #252 then why was this new issue recently created? Is this the same thing? Also, not sure we should conclusively state that constrained mandatory location choice simulation is a superior approach to shadow pricing.

I think the confusion is due to the constrained mandatory location choice simulation approach not being called out explicitly. By shadow pricing, I also meant all the approaches that deal with the goal (although the simulation approach is a constraining mechanism and not shadow pricing per se, the implementation in ActivitySim presents it as a method of shadow pricing alongside the DAYSIM and CT-RAMP methods). I have edited my description to be clear. This issue should not be closed.
