Make extra networks button togglable

Adds visual feedback to make it more obvious that the 🎴 button is a toggle, to address confusion about the removal of the extra networks "Close" button (#8559).

Nice, this is better than what I was going to do. I feel bad in my oversight of not providing proper in-UI information with my PR.
Could you update the tooltip, too? It's in javascript/hints.js

As a peasant user, you guys are fantastic. I hope this gets merged. Having to click the damn button over and over again instead of a toggle will help a lot of us with UX improvement.
