Need a model.ckpt file in directory to get webui-user.bat to pass arguments

I was having trouble getting webui-user.bat to pass on all of the switches I had turned on, and I wasn't able to fix it, until I changed a text document to module.ckpt and put it in there. Then everything started working again.

I tried to be helpful and submit a pull request to fix this, but my Windows machine isn't properly set up with SSH keys and all that. @AUTOMATIC1111 one possible approach to this is to parse the CLI options from webui-user.bat and then fall back to the usual :check_model if that fails. Here's how I did that locally:

And then replace all :check_model calls with :check_user_model instead.

And yeah, holy wow, string parsing in batch files suuuuuuuuucks.
