Migrate temple to its own cluster

Following a review of our hubs, we are going to reorganize our historically 'shared' hubs onto their own clusters. This makes the allocation of cloud related cost much more transparent and provide more detailed information to communities about the usage of their hubs through Grafana.

Definition of done:

• Notify community of transition of hub to a dedicated cluster
• Deploy a a new cluster on AWS
• Migrate hub(s) and data to this new project
• Decommission shared hub

I think we agreed not to do this for historical hubs, just make sure no new ones are set up on shared clusters.
