pangeo-hubs, prometheus: server is crashing due to memory limits

I see [a failure in a grafana deploy dashboard workflow job for pangeo-hubs](https://github.com/2i2c-org/infrastructure/actions/runs/4184045298/jobs/7249186617), saying 502 bad gateway. It turns out its related to prometheus server failing to startup.
