Could not connect to Test Server:9998 port is not open #41

I use Windows10 device and executed script to perform actions on TestApp. I get the response as "Could not connect to Test Server".It seems like port 9998 is blocked by my device. Is there any way that i can use a different port that is open?

If so can you help me with the Registry Key to be set in my local host machine.
