Removes [loader-utils](https://github.com/webpack/loader-utils). It's no longer used after updating ancestor dependencies [loader-utils](https://github.com/webpack/loader-utils), [babel-loader](https://github.com/babel/babel-loader), [karma-webpack](https://github.com/webpack-contrib/karma-webpack) and [webpack](https://github.com/webpack/webpack). These dependencies need to be updated together.
