Add Windows workflow in CI #718
Description
To ensure Windows support, as mentioned on Slack recently.
We wouldn't have to run all the tests on CI, it would probably be expensive. But simply ensuring it's compilable on Windows would be an improvement. And potentially also adding a Windows build workflow that will store the compilation artifact which can be attached to releases, as we do with Linux and Mac platforms currently.
