I have talked with @zkronos73

The idea is the executor to keep track of the max gas during the executor, outside the ROM code. Then this max value should be returned by the executor. This requires a modification in the executor. Then we should just do 1 execution from the node and use this value as the gas estimation.

The executor team is going to move this in order for us to implement this.
