Improve executor error handling in the state #2103
Description
Currently romOCC error in procesbatchresponse can hide ROM errors detected by the executor and deal with them as a regular OOC detected in the rom. The idea is to create new fields in the processbatchreponse to properly handle all kinds of error and encapsulate the login into functions to be used outside the State.
