Description

Adds changes back from the reverted PR#1124
Changes:

• Make hardfork naming consistent across all the blocks @anshalshukla
• Enables unprotected txns @temaniarpit27
• Test default flags added via config @pratikspatil024
• Fix balance update via blockalloc at HF @anshalshukla
• Fix milestone getVoteOnHash @VAIBHAVJINDAL3012
