Publish to WinGet (Windows Package Manager)

Hello,

It would be great to have jaq available on WinGet, the Windows Package Manager. This would significantly improve accessibility and ease of installation for Windows users.

Hi @raphaelbahat, I do not have Windows, so I cannot do this myself.
It seems that e.g. ripgrep has a manifest committed by an external user (microsoft/winget-pkgs#305857), so if you (or somebody else) wishes to go ahead to submit jaq, I would be all for it. Just tell me if you need something from me.
