in this program i made some function to work a specific task in my program in first i made a 
function calling by the name of get_ip which is takeing the base of ips in 24,16,8 respectively and then i made function for the netmask which this function will cover the all ips netmask and so on.
and then i have made anther function which converting my ip in binary format and so on anther function for base 32 and then it comes my parse_line which includes netmask,ip, and brodcast which i will take the output of them and also my all tasks is in this function and i only call the function pares_line into my main function, in main function i only take the input from user and that input will ride in all my other functions
