Several reasons:

There are sysprogs are not familiar with USS, and don't want to use USS.
USS installation path is still preferred for reasons like easier to automate, more Linux-friendly experience, etc.
Mix usage of USS/Non-USS method to install and configuration make sysprog work difficult.

Exit criteria:

Provide 2 installation/configuration paths of USS-only and Non-USS
No requirement for sysprog to switch between USS and MVS.
