HA: create automated test case(s) so we can verify Zowe build in HA deployment

Description

We have defined manual test cases with #1476 and we are doing manual test on IBM internal Sysplex for each release.

We would like to create automated test cases so we can easily verify Zowe build efficiently.

Exit Criteria

1. Create or modify existing Ansible playbook to install a convenient build or SMPE build onto a sysplex.
2. Create new installation test case to install, configure, start and verify Zowe on sysplex:
   • install to shared location, by default /global/zowe
   • configure Zowe instance and enable zowe.yaml.
   • update ZWESLSTC STC
   • start multiple instances of Zowe across multiple LPARs in the Sysplex
   • run existing sanity test against Sysplex
   • The installation test should follow patterns like https://github.com/zowe/zowe-install-packaging/tree/master/tests/installation
3. Extend new sanity test cases to verify availability of Zowe in HA mode:
