Is your feature request related to a problem? Please describe.

ARM might only cover non-majority of customers based on Gus' estimation. We need to support commercial products like System Automation. The functionality should be identical to ARM policy, which is protect Zowe Launcher from failure.

Additional context

Need to find a system with System Automation available.
