Document versions of z/OSMF required for some Zowe CLI commands

As a Zowe CLI user, I don't know what version of z/OSMF is required or which PTFs I need to apply in order to take advantage of all the features in Zowe CLI.

Describe the solution you'd like

Document specific z/OSMF requirements that some CLI commands have:

• zowe files create data-set with --like option - Requires z/OSMF 2.4. I'm not sure of any specific APAR #.
• zowe logs list logs - This feature depends on z/OSMF version 2.4 or higher. Ensure that the z/OSMF Operations Log Support is available via APAR and associated PTFs: https://www.ibm.com/support/pages/apar/PH35930.
• zowe jobs list jobs with --exec-data option - Requires APAR PH23046. See zowe jobs list jobs option to return execution data about each job #1158

Additional context

We don't want to discourage anyone from installing Zowe CLI if they have an older version of z/OSMF than what is required for these commands, as they should still be able to take advantage of other CLI features.
