Publish a Zowe.ORG Release Comparison Table #2284

Discuss and if agreed, implement a "Release Comparison" table of information at Zowe.org. The purpose of this table is as follows:
(1) Serve as a "sales pitch" for Zowe v3
(2) Serve as an area that various v3-related blogs can point to, where readers can find a summary of v3 features and capabilities compared to prior releases
(3) Solve the challenge of "where to place it" in Zowe Docs - due to the manner in which Zowe DOCS is organized, having a comprehensive, roll-up style comparison may be burdensome to manage and could be confusing to readers (since Zowe docs includes a summary of changes from minor-release to minor-release)

Onboarding discussed this on 7/26/2024
The consensus:
(1) It would be helpful to have a way to provide a summary of cumulative changes to-date for a given version
(2) the location would likely be here in Zowe Docs) in a new subtopic: https://docs.zowe.org/stable/whats-new/release-notes/release-notes-overview - so that other places can LINK to this
(3) This cumulative release notes needs to be auto-generated (i.e. the DOC squad is not going to be producing this or maintaining this)
(4) Ideally, give the consumer the ability to key in the "from" release and the "to" release

Implementation is TBD, we welcome ideas and encourage creativity!
