Prepare architecture for the Event Management project

Zowe Event Management seems to be a project that commands strong interest across the community of users. As such the TSC created a working group under the Mark Ackert as chair that evaluates architectural requirements for the solution and proposes technical solution for the implementation.

Once the proposal is ready the TSC will agree with the existing squads either on a squad that will own the new project under development or on a new incubation squad specific for this project.
