Implement chain and ERC20 whitelisting in simulation tests

Add message simulation that allow to simulate chain connection and ZRC20 whitelisting.

• This one could depends on Implement initial version of simulation tests for crosschain functionality #2972 to have the logic to simulate the outbound processing the ERC20 whitelist

Potentially the flow could be
