kconfig: modules: Remove redundant MBEDTLS dep on. TLS menu

Kconfig.tls-generic is already 'source'd within an 'if MBEDTLS' in
modules/Kconfig.mbedtls (the 'if' covers most of the file).

Flagged by zephyrproject-rtos/ci-tools#128.
