Make Tab Bar mouse wheel scroll direction configurable

As requested on the discord, also this bothered me as well, but I don't use this feature that much.

With the cursor over the Tab Bar, scrolling with the mouse wheel switches Tabs.

• the scroll direction should be reversable in the config file
• the configuration should also allow to enable a "wrap around" mode, that is scrolling beyond the left tab activates the rightmost Tab again

I want to add that we ideally don't want to expose this functionality in the configuration of zellij, but inside of the plugin configuration itself.
