Add private API to manage local NVMe devices:

  • List NVMe devices (uses TNVMeDeviceArgs from Disk Agent config to determine which NVMe devices to manage)
  • Acquire NVMe devices: bind NVMe device to vfio-pci driver
  • Release NVMe device: rebind NVMe device back from vfio-pci to nvme driver
