Avoid expensive string construction: receive ofstream by reference and write directly to file

  • collapsed_tmg_line
  • traveled_tmg_line
  • label
  • inline? Nope.
  • While in there (HighwayGraph.cpp), iterate std::pairs by reference

Python may also benefit when we take string interning & hashing & all that jazz into account. Nope.
