Supports changes between single-node cluster and multi-node cluster

Currently, we support single-node cluster and multi-node cluster, but we do not support adding new nodes to a single-node cluster or removing nodes from a cluster with only three or fewer nodes.
This does not affect most usage scenarios, so it’s not implemented for now. If necessary, we will add this feature in the future.
