[Bug] [UWP] RefreshView inside RefreshView

Description

Hi.
When we put a RefreshView inside another RefreshView, some elements like Labels disappears and colors of buttons changes and a gray activity indicator is visible at the top of the page!
This will not happened in Android.

Steps to Reproduce

1. Run the App

Expected Behavior

Seeing "Test Title:" Lable and gray "Click Me to Refresh" button and hidden activity indicator.

Actual Behavior

Hidden "Test Title:" Lable and white "Click Me to Refresh" button and visible activity indicator.
