Block Settings: settings modal not preserved when switching screen orientation

On an Android device, the Block Settings modal does not stay open when switching from landscape mode to portrait mode or vice versa. This is not the case on iOS.

To Reproduce:

1. In a Post or Page, add a block.
2. Tap the ⚙️ icon to open Block Settings while in portrait mode.
3. Rotate your device.
4. Note that Block Settings is no longer open. If you are editing a Page, note that the keyboard is now open.
5. Tap the ⚙️ icon again to open Block Settings while in landscape mode. (this may be difficult on a page)
6. Rotate your device.
7. Note that Block Settings is no longer open. If you are editing a Page, note that the keyboard is now open.

Expected behavior
I expected the Block Settings to remain open when rotated.

Added the "Medium" priority label as this is breaking the flow, while probably not in a critical way.
