All Domains: User is not offered to claim a free domain

Issue

When going through all domain flow, a site that is eligible to claim a free domain is not offered one.

Expected behavior

User should be notified to be eligible to claim a free domain in All Domains flow

Steps to reproduce the behavior

1. Log into the site that has an unclaimed domain
2. Me
3. All Domains
4. Plus
5. Find domain
6. Select "existing site"
7. Notice checkout is opened without any notice of unclaimed domain
