@nainardev permission to download content is explicitly granted by you when you navigate to a web page. Remember, data sent to you via bittorrent is sent by nodes generously donating you their time and bandwidth.

To opt out you can apply network throttling in the F12 developer tools

If i open in background, then also it downloads. I never gave permission. there's no modal or anything asking me for permission

I'm sorry that this was surprising to you but this is working as intended. When you visit a site, it can decide to autoplay a (muted) video. That's how the web works.
