What is the reasoning behind this jump? We are wanting to stay on 8.x for reasons. This jump with no explanation as to why it's necessary is problematic.

@kitfit-dave EOL of node@8 is 31 December, also webpack@5 support only node@10, so we prepare loaders/plugins for webpack@5, you can you old version of file-loader if you need support node@8

* switch to ES modules by default (option `esModules` now is `true` by default)
