--advertise-address should apply to mesh gossiping as well as peer discovery

It would be good to be able to set it for the Weave Net Docker plugin as well. Something like docker plugin set weaveworks/net-plugin:latest_release ADVERTISE-ADDRESS=<ip1>,<ip2>.
